Masturbation is a normal bodily function, like: Eating, Drinking, Shitting, Pissing, and Fucking. It relieves stress and acts as an outlet for non-abdominable, but otherwise unlawful sexual desire. Such as the desire to commit adultery. Besides this, it strengthens one's sex drive, in order to facilitate the fulfillment of my first mandate, for all mankind, which was that you cause yourself to be fruitful and multiply. The only considerations for the act of masturbation are as follows:
1) It must be done in private. Only a person's spouse may watch them masturbate.
2) You must not expose anyone except your spouse to the biohazards produced by your body, while doing the act itself. Therefore, disinfect anything your bodily fluids get on after the act is complete. This includes cleansing yourself to ensure you don't expose others(who are not your spouse) to your biohazard.
3) Just like with sexual intercourse, at no time is masturbation, by hand, or with the aid of a tool, to ever involve contact with Shit, Piss, or Blood. Anyone who violates this ordiance, once found out, shall be put to death, during the time in the future when I have resettled YaSHaRAL back into the lands of their forefathers.
